Emily Madden

Emily Madden is currently an Innovation & Incubation Fellow at the Beeck Center for Social Impact & Innovation, where she is leading research on data interoperability and sharing efforts across public benefits programs.

Prior to her appointment at Georgetown, Emily spent a decade at the U.S. Department of Health and Human Services (HHS) focused on human services policy research and evaluation. During her time at HHS, she developed deep expertise in administrative data systems and provided support to states to improve data governance, data quality, and navigating data sharing initiatives. Much of her work focused on breaking down siloes across multiple human services programs to improve prevention services. As a part of her portfolio she led multiple projects that provided states with direct support on interoperability efforts across human services and medicaid data systems, while conducting research on how to provide states with better technical assistance and concrete support. During her tenure at HHS she also managed efforts that supported states with federal data collection efforts and led a portfolio of advanced analytical research projects in the child welfare, prevention, and Medicaid space. Before her arrival at HHS, Emily worked with organizations that supported states with improving their administrative data systems, managed federal data collection efforts, and conducted advanced research to examine program outcomes using federal administrative data sets.

Emily has Master’s of Arts in Psychology from The Catholic University of America and a Bachelor of Business Administration in Political Science, Finance, and Accounting from Emory University. She is based in Washington, DC.
